A plasma display panel is provided to improve a bright room contrast ratio by arranging a black matrix between sustain electrodes only. A scan electrode(302) and a sustain electrode(303) are formed on a front substrate(301). A top dielectric layer(304) is formed on a top part of the front substrate, and covers the scan electrode and the sustain electrode. A transparent electrode is arranged on the front substrate. A black layer is arranged on the transparent electrode. A bus electrode is arranged on the black layer. A black matrix(306) is formed on a horizontal barrier rib(312b) between the sustain electrodes.
