A method and a device for controlling congestion in a communication system are provided to protect entire service quality of allowed QoS(Quality of Service) streams during backhaul congestion according to priority by controlling the congestion of a proper base station controller according to a congestion control type, which is provided from the backhaul network. A traffic going out to a base station is distinguished among the traffics going out to the outside(200). A transmission rate of each port is shaped to be smaller than a total of capacity of all backhaul links, which are connected to the traffic going out to the base station.(204) Priority of each port is scheduled to protect the traffics according to the priority(206).
