A whitening cosmetic composition containing a herbal medicine extract having inhibition effect of tyrosinase is provided to have excellent tyrosinase inhibition activity, whitening effect with safety in a human body. A whitening cosmetic composition comprises 0.0001-10 weight% of Cnidium officinale extract, 0.0001-10 weight% of Angelica tenuissima Nakai extract, 0.0001-30 weight% of Pueraria thunbergiana extract, 0.0001-30 weight% of Rheum undulatum extract, 0.0001-10 weight% of Terminaliae fructus extract, 0.0001-10 weight% of Rehmanniae radix Crudus extract, and 0.0001-10 weight% of Houttuynia cordata Thunberg. The cosmetic composition is used in a form of skin, milk lotion, nutrition cream, massage cream, nutrition essence. The herbal medicine extract is obtained by filtering and maturing at room temperature (20-25°C) for seven days.
