The device has PVC pipes (1) provided with different diameters with respect to utilization and weight to be supported, and an expanding polyurethane foam (2) injected inside the pipes for totally filling vacuum of the pipes. The polyurethane foam is dried so as to be hardened and totally remained impenetrable, and the pipes are consolidated to form an assembly. The assembly of the pipes is fixed by locking rods (3) traversing the assembly with nuts and mooring rings (4).
