A controller for a power converter including an inverter part consisting of a plurality of semiconductor switching elements. An error between a voltage instruction and inverter output voltage is reduced, and high-speed response is made for the voltage instruction. The controller includes a voltage instruction generating part (51) for generating voltage instruction signals (52,53), and a switching pattern calculating part (54) for calculating and outputting a synchronous PWM-type switching pattern in which an average value of the inverter output voltage coincides with the voltage instruction signals, based on the voltage instruction signals (52,53).
