PROBLEM TO BE SOLVED: To provide a heat radiating apparatus and fastening members of a fan in which attachment is easy and engagement is strong. SOLUTION: The heat radiating apparatus includes: a heat sink provided with fastening brackets; a fan fastened to the fastening brackets of the heat sink and provided with upper- and lower-fastening protruding edge-portions which are provided in the predetermined positions; and fastening members for fastening the fan to the heat sink. The fastening member is provided in the lower fastening protruding edge-portion, and includes a screw cylinder provided with a female screw, and a screw pillar inserted into, in the order below, the upper-fastening protruding edge-portion, the screw cylinder, and the lower-fastening protruding edge-portion. The screw pillar includes a screw head portion and two male screw stages provided to have a constant space therebetween. By engaging the two male screw stages with the screw cylinder and the fastening bracket respectively, the upper fastening protruding edge-portion is fixed between the screw cylinder and a receiving portion.
