PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of suppressing image failure even if the surface of a transfer means which comes into contact with a transfer material is≤7μm in ten-point average roughness Rz<SB>JIS</SB>. SOLUTION: The image forming apparatus has the transfer means 2 for sandwiching a transfer material P between an intermediate transfer body 1 and itself. The ten-point average roughness Rz<SB>JIS</SB>of the surface of the transfer means 2, which comes into contact with the transfer material P, is≤7μm. A toner image formed on the intermediate transfer body 1 is transferred to the transfer material P. In the image forming apparatus, an impedance Z1 between the surface of the intermediate transfer body 1 on which an image is formed and the reference potential of the image forming apparatus and an impedance Z2 between the surface of the transfer means 2 with which the transfer material P comes into contact and the reference potential of the image forming apparatus satisfy Z1≥Z2.
