The invention relates to a system and method for reducing the frictional resistance of fluids on the surface of boats and aircraft, in which the submerged area of the boat hull or aircraft fuselage, including the body, wings and control flaps, is covered with a lining, the external surface of which includes features or elements that delay the separation of the boundary layer, thereby reducing turbulence and, consequently, the frictional resistance of the fluids. Said system includes pulleys, cables, extension and retraction winches or motors and guy lines. The elements that delay the separation of the boundary layer comprise: waxes, silicones, paints, riblets, air insufflation, netting, etc.
