PROBLEM TO BE SOLVED: To provide an information display panel manufacturing method and a particle charging device, suppressing the generation of defects by arranging a nozzle and a substrate with partition walls so as not to be affected by aggregated particles dropping perpendicularly downward from the nozzle, and thereafter, by carrying out a particle charging process. SOLUTION: Regarding the information display panel manufacturing method of the present invention, in the case of carrying out the particle charging process to charge the particle group 14 functioning as a display medium into each cell of the substrate 12 with partition walls from a particle supply device through the nozzle 11, the nozzle 11 and the substrate 12 with partition walls are arranged so that the substrate 12 with partition walls is not located perpendicularly beneath the nozzle driving range in the state where the substrate 12 with partition walls is arranged by a substrate support mechanism 13 in a horizontal plane so that the nozzle driving shaft L passes through the center O of the substrate 12 when the nozzle 11 is fixed to the predetermined position in the nozzle driving range.
