PROBLEM TO BE SOLVED: To substantially avoid uneven coating of a surface layer and deterioration of power distribution, in an electrophotographic charging member including a support, an elastic layer and the surface layer. SOLUTION: The charging member includes: a support; a conductive elastic layer formed on the support; and a surface layer formed on the conductive elastic layer, wherein the surface layer contains at least (I) a polysiloxane having an oxyalkylene group and (II) a hetero atom-containing conductive polymer.
