An automatic transmission controller (1) has a manual shift mode (Mmode) enabling a manual shift command. In the manual shift mode (Mmode), when manual down shift is effected by means of a shift lever (21), manual shift control means (51) calculates the degree of power requirement of the driver while taking into account, e.g., the drive tendency of the driver and road condition, determines the gear position after the down shift depending on the degree of power requirement, and performs down shift. Only one down shift command is manually given, and then down shift depending on the power requirement by the driver is performed. Hence, the operation is not complex, and the gear is quickly shifted down to the gear position desired by the driver.
