A cowl structure for a vehicle is provided to improve NVH rigidity and protect a pedestrian by changing the structure to convert crash energy into transformation energy. A cowl structure for a vehicle comprises: a cowl bottom panel(10) which is curve-cut to form an opened space part(10a) at the upper side; a reinforce(20) being welded on the center bottom of the cowl bottom panel in the center of the space part; and a cowl top panel(30) being welded between the rear upper end of the cowl bottom panel and the upper end of the reinforce. The cowl top panel supports a wind shield glass(40) at the lower part. The reinforce is composed of the first reinforce(22) and the second reinforce(24) welded in the cowl bottom panel and the cowl top panel. The first reinforce and the second reinforce are welded to be partially overlapped and form a cowl box(C) with the cowl top panel.
