PROBLEM TO BE SOLVED: To provide a semiconductor device which is mounted with a plurality of kinds of input/output circuits (I/O cells) and has an increased area where a core circuit can be installed, and to provide a designing method and a designing device therefor. SOLUTION: The semiconductor device is provided with: a core circuit portion 13 where circuits are integrated, the core circuit portion 13 being arranged at its center portion; and I/O cells 12 which have a plurality of I/O first power supply regions 12b disposed at a periphery of the core circuit portion 13 and provided with an element operating with the same voltage with the core circuit portion 13 and has I/O second power supply regions 12a provided with an element operating with a different voltage. The core circuit portion 13 and the I/O second power supply regions 12b are provided with first power supply wiring 17 in a lattice shape which is continuously formed. COPYRIGHT: (C)2009,JPO&INPIT
