PROBLEM TO BE SOLVED: To provide a guide light device capable of reducing power consumption, and to provide a guide light apparatus using the guide light device. SOLUTION: The control part, during the period when it controls a switching part so that a secondary battery may be charged by a charging section and a light-emitting part may be supplied with DC power from a DC power supply section, controls the switching part so that the charging to the secondary battery from the charging section may be stopped and the light-emitting part may be supplied with DC power from the secondary battery from the time the charging rate of the secondary battery has reached 100% until it drops to 70%, same as the time of power service interruption, and furthermore, stops operation of the DC power supply section.
