PROBLEM TO BE SOLVED: To enable promptly rescuing passengers without waiting for the arrival of a technical maintenance person, by opening a door of an elevator car from the inside of the elevator car, in case that an emergency stopping position is within a predetermined range from a landing hall of the closest floor when the elevator car stops in an emergency and the passengers are shut in the elevator car. SOLUTION: A position where the elevator car 1 stops in the emergency is detected. In case that the emergency stopping position is within the predetermined range from the landing hall 11 of the closest floor, it is determined whether the elevator is in a starting possible state or not. If it is determined that the elevator is in a starting impossible state, the door locking of the elevator is released, and information that the door will open for escaping is given to the passengers shut in the elevator car.
