PROBLEM TO BE SOLVED: To provide a technique for achieving appropriate and high-speed communication control. SOLUTION: A communication controller includes: an antenna for transmitting and receiving communication data; first and second databases 50, 60 for storing a method of controlling communication data and a method of controlling reference data that become a reference for determination and for controlling the communication data; a retrieval circuit 30 for retrieving reference data included in the communication data acquired by the antenna from the first database 50; and a processing execution circuit 40 for controlling the communication data according to the retrieval results by the retrieval circuit 30. The communication controller also includes: a plurality of databases 181, 182, 183 for a plurality of kinds of different communication control as the first and second databases 50, 60; and a switching section 180 for allowing the communication controller to achieve a plurality of pieces of different communication control by changing the databases.
