The method involves operating a fuel cell system in a start-up operation mode during start-up. A charge material e.g. ethanol, is not supplied to a reformer (1), and a burner (2) is operated by burning of an externally supplied fuel, until a system temperature has reached a preset threshold, in a start-up phase of the mode. The material is supplied to the reformer, and generated reformate gas is supplied to the burner under bypassing of a fuel cell unit (5), until the system temperature has reached a preset shift threshold, in another start-up phase of the mode. An independent claim is also included for a device for controlling a fuel cell system.
