<p><P>PROBLEM TO BE SOLVED: To provide a data transfer processing system, a data transfer processing method and a data transfer processing program capable of efficiently and accurately transferring data with both a common key and a public key. <P>SOLUTION: When storing a request file in a magnetic tape 50, a control part 11 of a user terminal 10 generates a new common key, encrypts the request file using this common key, and records it in the magnetic tape 50. Then, the control part 11 encrypts the common key using a bank public key and records it in the magnetic tape 50. The magnetic tape 50 is carried to a bank. A control part 21 of an input/output device 20 in the bank specifies the generation of the public key recorded in the magnetic tape 50 and acquires a secret key. Then, the control part 21 decodes the common key and decodes the request file using this common key.
