PROBLEM TO BE SOLVED: To provide a planar light-emitting module lighting circuit and an illuminating device, capable of lowering an output voltage rating of a circuit as well as making brightness of a lamp even during the time from beginning of lighting to steady-state lighting. SOLUTION: A comparator 26 controls switching Tr1 (22) so that a lamp current value Ila detected by a resistor R1 (24) as a voltage value coincides with an Ila reference value 27 set based on a lamp voltage Vla impressed on an organic electroluminescent lamp 25, in accordance with the comparison results. Since the Ila reference value 27 is set based on the detection value of the lamp voltage Vla, a lamp current Ila during transient times can be lowered below that at steady-state lighting. Therefore, an output voltage (power) rating of the circuit can be lowered, while the lamp voltage Vla is not raised. COPYRIGHT: (C)2009,JPO&INPIT
