PROBLEM TO BE SOLVED: To provide a charging member which, even when used in a DC contact charging system, is excellent in charging uniformity and allows stable charging and image output over a long period of time. SOLUTION: The charging member includes a support, a conductive elastic layer formed on the support, and a coating layer formed on the conductive elastic layer, wherein the coating layer contains a compound containing F and Si, and a ratio of the concentration of F atoms to that of Si atoms in an outermost surface of the coating layer (F/Si=R0) is higher than a ratio of the concentration of F atoms to that of Si atoms in a surface of the coating layer kept in contact with the conductive elastic layer (F/Si=R1).
