PROBLEM TO BE SOLVED: To provide a new raw material compound for producing substituted aminosalicylic acid amides useful as bactericidal and fungicidal agents. SOLUTION: The compound is represented by the general formula (VII-a) (wherein Y6, Y7, Y8, Y9and Y10are same or different and they represent each hydrogen, a halogen, a cyano, an alkyl, a halogenoalkyl, an alkoxy or a halogenoalkoxy or the like; either one of Y7and Y8represents 1,2,4-oxadiazole-3,5-diyl or 1,2,4-thiadiazole-3,5-diyl through an oxygen atom or a group containing a pyrimidine-4,6-diyl aryloxy derivative in which the 5 position is optionally substituted with a halogen).
