<p><P>PROBLEM TO BE SOLVED: To provide a surface modification method capable of efficiently applying the impact associated with plasma generation to a surface to be machined and providing the desired function to the surface to be machined, and to provide a covering body used for the method. <P>SOLUTION: In the surface modification method, a surface to be machined of a workpiece is covered with a covering body having a plasma generating layer for generating plasma by absorbing laser beam on the surface to be machined of the workpiece and a hard layer having a flat surface or an uneven shape on one surface, laser beam of short-pulse and high-peak output is irradiated to the covering body, and the surface to be machined is pressure-machined in a flat surface or an uneven shape of a hard layer by the impact wave of laser peening. The surface to be machined is pressure-machined by arranging fixed substance such as powder and granular material between the surface to be machined and the covering body, and a fixed stuff of powder and granular material or the like may be embedded between the surface to be machined and the covering body.
