PROBLEM TO BE SOLVED: To provide an emergency evacuation system, etc., that makes a vehicle evacuate to road shoulder, when a driver's level of consciousness is decreased, capable of reducing the number of lane changes to the road shoulder. SOLUTION: The present invention comprises a driver's state detection sensor 26; lane-marking recognition means 23 and 24; reduced consciousness level detection means 41 for detecting that the level of consciousness has been reduced to below a predetermined value; lane change determining means 42 for determining whether the driver's vehicle is crossing a lane marking; lane change direction determination means 43 for determining whether or not the driving lane to which the vehicle crosses is farther than the lane of the driver's vehicle in relation to an evacuation area, when it is determined that the vehicle is crossing a lane marking; rearward vehicle detection means 44 for determining whether another vehicle is detected behind the driver's vehicle, when the driving lane to which the vehicle crosses is farther than the lane of the driver's vehicle in relation to the evacuation area; and means 46 for returning the driver's vehicle to the original lane for returning the driver's vehicle to the original driving lane before crossing the lane marking, when a vehicle is not detected behind the driver's vehicle.
