PROBLEM TO BE SOLVED: To provide an ion generating device in which the number of water molecules surrounding positive ions and negative ions can be increased by a small amount of water, and to provide an air-conditioner. SOLUTION: In the ion generating device 20, a counter electrode 2 generates the ions by a discharge phenomenon between a needle-like electrode 1. A humidifying filter 4 can absorb moisture and can discharge the absorbed moisture by evaporation. The ion generating device 20 can supply the moisture discharged from the humidifying filter 4 to a space between the needle-like electrode 1 and the counter electrode 2 without exposing it to the outside space of the ion generating device 20.
