PROBLEM TO BE SOLVED: To provide a water-cooled ultraviolet irradiating device which can absorbing the heat generated and effectively irradiate from a high-pressure discharge tube. SOLUTION: The water-cooled ultraviolet irradiating device 10 includes the high-pressure discharge tube 12 for irradiating ultraviolet rays, and a cylindrical protective tube 14, arranged around the high-pressure discharge tube 12 and covering the high-pressure discharge tube 12. A coating layer of metal oxide is formed on the outer surface of the protection tube 14. The metal oxide may be transition elements, and may be coated in multilayer on SiO<SB>2</SB>coated on the outer surface of the protection tube 13.
