PROBLEM TO BE SOLVED: To provide technique for efficiently continuing operation even when using a terminal such as a portable terminal whose window is not recovered. SOLUTION: In this screen display control device, a user terminal connected through a network includes a function of transmitting screen display information for displaying a screen of an application to the user terminal. The service time for each of a plurality of applications used in a first user terminal is stored in a storage means, and when an access is gained from a second user terminal of a predetermined class, screen display information on the application corresponding to the longest service time among the service times of the plurality of applications stored in the storage means is transmitted to the second user terminal.
