DEVELOPER FILLING DEVICE AND DEVELOPER FILLING METHOD

PROBLEM TO BE SOLVED: To prevent occurrence of a white streak on an image without causing an aggregated product of a developer to adhere to a photoreceptor drum or cleaning blade when the developer is supplied from a developer filling device to a developing device.

SOLUTION: The developer filling device fills two-component developer into a process cartridge that includes a photoreceptor and a developing device having a developing roller. The developer filling device includes a first driving means for rotating the photoreceptor and a second driving means for rotating the developing roller. When developer is filled into the process cartridge, the photoreceptor and developing roller are rotated by the first and second driving means respectively. The rotating speed of the photoreceptor when the developer is filled into the process cartridge is lower than the rotating speed of the photoreceptor when the image forming apparatus forms an image after the process cartridge is attached to the image forming apparatus.
