PROBLEM TO BE SOLVED: To provide a method of manufacturing a conductive film having a high electrical conductivity at low cost. SOLUTION: The method of manufacturing a conductive film includes a step of forming, on a support, a conductive metal portion containing a conductive material and a water-soluble binder; and a heat-moisture treatment step of exposing the support whereon the conductive metal portion is left in a moisture-controlled atmosphere at 40°C or above and a relative moisture of 5% or above.
