PROBLEM TO BE SOLVED: To provide a coating film forming device capable of preventing faulty coating of an object to be coated and having high productivity. SOLUTION: The coating film forming device 1A includes an annular coating nozzle 19 having a coating slit 19b ejecting a paint 7 all over the periphery of the object to be coated 4 supported in such a state that an axial center is vertical, and a gas jetting part 42 jetting gas toward the paint 7 ejected from the coating slit 19b. The coating film forming device 1A jets the gas from the gas jetting part 42 when the coating nozzle 19 is moved upward in a vertical direction relatively to the object to be coated 4 while ejecting the paint 7 and reaches the upper end 4b of the object to be coated 4.
