PROBLEM TO BE SOLVED: To provide a carrier capable of suppressing changes in the charging ability to toner and stably charging toner in a given charge amount, to provide a two-component developer containing the carrier, the developer capable of forming favorable images having given image density for a long period of time without fog, and to provide a developing device for developing images by using the above two-component developer, and an image forming apparatus equipped with the developing device. SOLUTION: The carrier 100 has a plurality of coating layers 41a, 41b deposited on the surfaces of core particle 40, wherein each coating layer contains a fluorocarbon resin prepared by copolymerization of a monomer component containing fluorine-based monomers and other monomers except for the fluorine-based monomers, and wherein a copolymerization ratio of the fluorine-based monomers in the fluorocarbon resin included in the outermost shell coating layer 41 in the plurality of coating layers 41a, 41b is higher than a copolymerization ratio of the fluorine-based monomers in the fluorocarbon resin included in the rest coating layer 41b.
