PROBLEM TO BE SOLVED: To provide a digital topography making method and a making device capable of synthesizing and using already digitalized map elements such as seashore lines, rivers, lakes and marshes, railroads, roads and buildings, with a provided contour line as a main element, by making the contour line of topography by three-dimensional digital data. SOLUTION: A digital topography is made by a process of dividing a basic map made by a UTM drawing method in a box shape at a predetermined interval, further fractionating a provided box and generating a small box 4 by interpolating lacking data between respective boxes and mutual discontinuous data in the respective boxes, a process of generating digital data by associating a provided altitude by (x, y) coordinates and surveying of the provided small box 4 and generating a first topography 5 of forming the contour line 6 by a line segment row by successively connecting the small box 4 in the same in the altitude by a straight line, and a process of generating a second topography 7 forming the contour line 6 by a smoother curve than the contour line 6 formed by the line segment row by mathematically performing smoothing processing on the contour line 6 of the first topography 5 so that the digital topography of displaying the contour line 6 by the smooth curve is easily provided in a short time.
