PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing two-component developer which has low dependency of initial image density on environment, can suppress generation of BCO, can suppress fogging on a non-image part under high temperature and high humidity and can be manufactured by a low environmental load process. SOLUTION: The electrostatic charge image developing two-component developer comprises: an electrostatic charge image developing toner including polyester resin which contains a monomer unit originated from a hydroxy acid having hydroxy acid groups and carboxylic acid groups of at least 3 in total and/or a derivative of the hydroxy acid, in an amount of 2 to 20 mol% in total monomer units; and an electrostatic charge image developing carrier which has a magnetic core particle and a cover resin layer of covering the magnetic core particle, wherein resin of the cover resin layer contains nitrogen atom and/or fluorine atom and the coverage of the magnetic core particle with the cover resin layer is 80% or more.
