PROBLEM TO BE SOLVED: To provide a filter which is fire resistant and incombustible, excellent in removal by adsorption of oil mist, order and smoke, and excellent in waste disposal property. SOLUTION: The outer surface of a raw material constituted by an inorganic foam of silicon oxide diathesis or perlite having vast amounts of open cell foam structures composed of fine pores of an apparent specific gravity of 0.1-0.2, and of a pore size of 10-100μm, and being a massive form or a sphere shape having 2-10 mm of a grain diameter is coated with an adhesive comprising a siloxane and a silanol salt multi molecular weight solution at a rate of 8-16 vol% to the raw material. The raw material is packed and accumulated in a forming die or a forming casement of a required dimension and shape so as to maintain an airflow gap space ratio of at least 30%, and mutually adhered to fix integrally.
