<p><P>PROBLEM TO BE SOLVED: To provide an online detection technique of a high packet rate flow, capable of detecting the high packet rate flow exceeding a threshold with sufficiently high accuracy within a set time. <P>SOLUTION: A packet rate threshold R, a detection missing acceptation probabilityε, etc. are set in advance. Next, parameters such as sliding window size T<SB>SW</SB>, sampling rate f, number of basic windows K are designed (step S10). Then, packets are sampled at the sampling rate f (step S11), and on reaching the boundary of the basic window (Y in step S12), it is examined whether a flow exceeding the threshold y<SP>*</SP>exists on the data having been obtained during T<SB>SW</SB>seconds (step S13), which is made to be a high packet rate flow in case of existence (step S15). In case of non-existence, each data newly obtained during T<SB>SW</SB>/K seconds is added to the sliding window.
