<P>PROBLEM TO BE SOLVED: To attain inexpensive right protective function with simplified constitution in terrestrial broadcasting. <P>SOLUTION: A management mechanism 1A receives supply of right protecting LSI from an LSI maker 3A and supplies the right protecting LSI, in which information such as a key has been written to a receiver maker 4A. A viewer receives presentation of a receiver 6A from a receiver maker 4A and receives toll-free broadcast broadcasted from a broadcasting station 5A. A management mechanism 1A transmits lot numbers relating to toll-free broadcast, to the broadcasting station 5A; update information of a work key Kw; and revocation information. The broadcasting station 5A, upon toll-free broadcasting, transmits update information, such as, the work key Kw together with broadcasting signals, while encrypting the information.
