<p><P>PROBLEM TO BE SOLVED: To change constitution of a computer system in response to a situation of a system for providing service. <P>SOLUTION: An analysis part 102 acquires a monitoring data indicating a state of the computer system for providing the service, and generates event information indicating the state of the computer system, based on the acquired monitoring data. A determining part 104 acquires constitutional information about a computer constituting the computer system for providing the service, acquires policy information indicating an operation guide line of the computer system, and calculates information as to a state of the whole computer system, based on the constitutional information and the event information.
