PROBLEM TO BE SOLVED: To provide a starting method for a reformer of a fixed-type hydrogen-producing apparatus, whereby deterioration of a reforming catalyst can be prevented. SOLUTION: The apparatus 1 equipped with the reformer 4, produces hydrogen by reforming a raw material gas containing one of hydrocarbon-based fuel, alcoholic fuel and synthetic fuel, with steam. The reformer 4 comprises a reaction tube 11 to flow the raw material gas, and the tube 11 has an outlet portion filled with a first reforming catalyst and an inlet portion filled with a second reforming catalyst whose activation temperature is lower than that of the first reforming catalyst. The starting method for the reformer 4 involves a start-up process of rising an inlet temperature of the tube 11 to 350-380°C while retaining an outlet temperature of the tube 11 lower than the heat-resistant temperature of the second reforming catalyst by rising a temperature of the tube 11 to the temperatures for activating the reforming catalysts by flowing combustion gas along the tube 11 from the outlet to inlet sides of the tube 11; and a reformation-preparing process of further rising a temperature of the tube 11 under flowing steam in the tube 11.
