PROBLEM TO BE SOLVED: To provide a switching power circuit which reduces the start time required for switching from a standby state, wherein a switching operation is stopped, to a normal state wherein a switching operation is performed. SOLUTION: By turning on a transistor T12 in an active region in a standby state, an auxiliary voltage Vc2 to be supplied from a charge pump circuit 24 to a node N11 is kept at about 4V.
