A sinus membrane resistance or light measuring device is provided to prevent periosteum from being damaged due to a drill or osteotome by confirming a distance between the periosteum and the drill or osteotome. A resistance or impedance measuring apparatus is connected to the osteotome or drill. The resistance or impedance measuring apparatus measures the resistance or impedance of a drill or osteotome approaching the periosteum. The electrode or light emitting device is attached to the end of the osteotome or drill. An electrode is connected to internal membrane, nasal cavity or labrum. The approach of the osteotome or drill to the periosteum is confirmed based on the electrical resistance or emission of the light emitting device of the electrode.
