<p>While video information is recorded onto a dual-layer recording disk (2) in real time, it is judged whether or not a layer-change is necessary. If it is judged that the layer-change is necessary, a video data string (21C) in which a closed GOP (22) is disposed at the head is generated, and the video data string is recorded into a recording area in the second layer of the dual-layer recording disk immediately after the layer-change. This allows the closed GOP (22) to be always disposed at the head of the recording area in the second layer.</p> |
