A volume controlling device of a television capable of the proper sound output of appropriate sound volume about external noise and a method thereof are provided to control precise outputting sound volume by adjusting the voice generated in the television. A sound pressure extractor(10) detects external sound such as the ambient noise of a television. An output volume detection unit(20) outputs output sound to a micom. The micom controls the external sound through the sound pressure extractor and determines a sound power level if the detection result is less than a reference value. A sound adjusting unit(40) controls the sound power level outputted from the mouse by controlling the output sound of the television.
