A panel having semipermeable membrane function is provided to secure a space in which a plant grows by supplying water through holes and blocking electively inflow of contaminants and salts from sea water. A panel having semipermeable membrane function includes a semi-permeable layer(3). The pane has semipermeable membrane function to supply a space for plants living in a water pollution region or foreshore. The semi-permeable layer separates components of a liquid compound selectively between an outer panel(1) in which a plurality of holes are formed and an inner panel(5). The semi-permeable layer removes salt of sea water. The panel includes a bonding unit.
