The frame (2) has a base plate (22) with a base (26) defining a support surface (28) directed towards an inner side (I). A skirt receives a closure plug and defines an outer side (E). The base plate has a set of slots (32) opened towards the inner side, and the base has axially traversing holes (30) for anchoring the base in a sealing material constituted of concrete or cement mortar. Each slot has a height larger than the thickness of the base.
