A surface treatment method and apparatus for increasing a property of matter of steel product welded joint is provided to improve surface roughness by forming surface crystal grains under 100nm through high speed shot-peening using minute shot balls. A surface treatment method and apparatus for increasing a property of matter of steel product welded joint comprises a step of cutting high strength steel of coil state(P10); a step of molding cut material into a plurality of parts, conforming to the products(P20); a step of producing products by welding the molded parts(P30); a step of shot-peening a welded part and a heat-effected zone at 150m/sec by a shot-peening device using shot balls under 0.1mm(P40); and a step of painting the surface of the shot-peened product(P50).
