A camera module assembly and a CCTV with the same are provided to perform a rotating function, a panning function and a tilting function of a monitoring camera. A mountain cover(32) is combined in a panning plate. A cutting unit is formed in one side of the mountain cover. A depression unit is formed in an upper side of a rotary ring supporting part(33). A rotary ring(34) is received in the depression unit of the rotary ring supporting part. A fixing projection is formed in an outer circumference of the rotary ring. A guide groove having a coupling long hole is formed in an inner circumference of the rotary ring. A camera module holder(35) is installed in the rotary ring by a guide rod fixed to the coupling long hole of the rotary ring. A camera module(36) is combined with one side of the camera module holder.
