An apparatus and a method for saving an image of a time-shift TV are provided to have a storage unit of a double structure for storing an image signal. A system decoder(120) decodes a series of MPEG streams from a demodulated image signal. A storage unit interface(190) stores the MPEG stream decoded in the system decoder in the first storage unit and the second storage unit. A controller(170) first stores the MPEG stream decoded in the system decoder in the first storage unit during a time-shift function. The controller maintains the second storage unit in a standby state. An image and sound decoder(220) decodes an image signal of the system decoder or image signals stored in the first and second storage units into an image signal or a sound signal. A display unit(230) displays the decoded image decoded in the image and sound decoder.
