The device has a tiltable elongated discharge pipe placed in fluid communication with a tank. The pipe is activated by lowering and rising through a movable vat (4) from top towards bottom, where the pipe includes distal and proximal ends (10, 11). The movable vat has an electromagnet for triggering lowering of the vat according to all-or-nothing principle, when the vat attains a predetermined filling level, and an electric motor for raising the vat, when the discharge attains a predetermined emptying level of a reservoir. An independent claim is also included for a method for emptying a reservoir.
