<p><P>PROBLEM TO BE SOLVED: To achieve content distribution based on broadcast by a simple procedure without reporting a multicast address from a transmitter to a receiver. <P>SOLUTION: A management server 101 acquires data transmission time set by each of content servers 102 to 104 and receives a network connection request from each of clients 105 to 110.
