A method for implementing message service interworking is provided, including: the message service interworking module (8) which working for the receptor (10) receiving instant message (1) sent by the sender (7); the message service interworking module selecting circuit domain or packet domain as routing network (2); the message service interworking module selecting routing entity (9) in the traditional circuit domain or packet domain; the message service interworking module converting the inatant message into SMS, and sending the SMS to the receptor through the routing entity selected. A system and a message service interworking module for implementing message service interworking are also provided.
