A composition for preventing the surface of a metal or non-iron metal pipe from being corroded is provided to melt silicon dioxide to a gel state, which results in minimizing the structure change of silicate powder. A method for manufacturing a composition with silicon dioxide as a main material comprises: a first step of pulverizing silicate to a size of 3,000 mesh or greater(S10); a second step of mixing 80wt% of pulverized silicate powder, 16wt% of sodium carbonate and 4wt% of calcium carbonate(S20); a third step of fusing the mixture in a vacuum electric furnace at 1350~1400°C to obtain a gelled mixture(S30); a fourth step of rapidly cooling off the gelled mixture to 900~1000°C(S40); a fifth step of decreasing the temperature by 4~5°C per hour until the gelled mixture becomes 700~750°C(S50); and a sixth step of making the mixture powder(S60).
